新的“生育登記服務(wù)制度”被認為是取消實(shí)施了30多年的獨生子女政策后，我國在計劃生育政策方面發(fā)生的重大變革。
這一文件是在我國最高立法機關(guān)不久前對人口與計劃生育法作出修改后，對全面兩孩政策(universal two-child policy)實(shí)施的進(jìn)一步規定。文件充分肯定了計劃生育工作取得的巨大成就(remarkable achievements)，明確了計劃生育改革發(fā)展的思路、目標、原則、主要任務(wù)和措施。
《決定》提出，對生育兩個(gè)以?xún)?含兩個(gè))孩子的(couples having a first or second child)，不實(shí)行審批(official approval)，由家庭自主安排生育。

按照常住人口配置服務(wù)資源，將流動(dòng)人口(mobile population)納入城鎮基本公共衛生和計劃生育服務(wù)范圍。鞏固完善流動(dòng)人口信息互通、服務(wù)互補、管理互動(dòng)的全國“一盤(pán)棋”工作機制。
文件指出，應優(yōu)化辦事流程(administrative procedure)，簡(jiǎn)化(be simplified)辦理手續，全面推行網(wǎng)上辦事(online service)，進(jìn)一步簡(jiǎn)政便民(further serve the public)。
《決定》提出，要完善計劃生育獎勵假制度。依法保障女性就業(yè)、休假等合法權益(legitimate rights)，支持女性生育后重返工作崗位(returning to work)，鼓勵用人單位制定有利于職工平衡工作與家庭關(guān)系的措施。
對政策調整前的獨生子女家庭(only child family)和農村計劃生育雙女家庭，繼續實(shí)行現行各項獎勵扶助政策，在社會(huì )保障(social security)、集體收益分配、就業(yè)創(chuàng )業(yè)(employment and entrepreneurship)、新農村建設等方面予以?xún)A斜。
